[GH #8788] Is FORMULATEXT function calculates dynamically?

Function FORMULATEXT not change it value if related cell value was changed.
Here https://codesandbox.io/s/wizardly-jang-vvo99 is an simple example.

Is this intended behavior?
Where I can find information about which functions is not dynamically calculated?
